signed the following bill and transmitted the engrossed and enrolled                                
copies to the Lieutenant Governor's Office for permanent filing:                                    
                                                                                                    
          SENATE BILL NO. 177 "An Act relating to cost-of-                                          
          living benefits for retired members in the public                                         
          employees' retirement system and the teachers'                                            
          retirement system who are called to active military
